NOAA's August outlook put California in the above-normal precipitation category for December through February. A strong El Niño is in play, and some models have the coast taking 40% to 70% more rain than a typical winter.
That is not a guarantee for the East Bay. The Bay Area has had strong El Niño years that came in near average. 2015-16 is the reminder. Odds are tilting wetter, especially later in winter. The cheap move is to treat the roof, gutters, and drainage now, before the first long storm.
What is actually forecast
As of late August 2026, NOAA raised California's winter precipitation outlook after keeping the Bay Area at "equal chances" the month before. Southern California is more clearly in the wetter bull's-eye. Northern California, including us, often sees the extra rain later, January through March, not a washout in October.
El Niño also means warmer Pacific water, which can lift coastal water levels and make king-tide flooding worse. Hillsides that already move in wet years deserve a look.
A weekend checklist that prevents the expensive call
Do these before the first atmospheric river, not during it.
- Roof: missing shingles, cracked tiles, failed flashing around vents and chimneys.
- Gutters and downspouts: clear debris, reseat loose hangers, make sure water is carried away from the foundation, not into it.
- Drainage: standing water at the slab, a slope that runs toward the house, a French drain that has not been checked in years.
- Hills and retaining walls: new cracks, leaning, or soil pulling away from the wall.
- Sumps and backup power if you already flood in big storms.

What this is not
It is not a prediction that Oakland or Richmond will flood like 1997-98. It is not a reason to panic-buy tarps and skip insurance. California's insurance market is already a closing roadblock for some sales. Document the work you do. Photos of a clean roof and gutters help if a claim or a buyer inspector shows up in February.
Bottom line
The models say a wetter winter is more likely than not. The East Bay is not Southern California. Prepare the house as if the rain will come in bursts from January on, and you will not be the person on the phone with a roofer during an atmospheric river.
